agreed to preload basic grant data so that respondents do not have
to repeat this information; and to delete the questions in the
"professional accomplishments" section of the data base that
collects information on all publications. NSF may include a
question that allo voluntary reporting of data only for
EPSCOR-supported journals, books, etc. NSF shall analyze the
quality of these data prior to developing future proposals to
revise the data base.

NSF NEEDS THE INFORMATION TO ESTABLISH
BASELINE DATA ON ITS EXPERIMENT PROGRAM TO STIMULATE COMPETITIVE
RESEARCH (EPSCOR). THIS WILL ALLOW FOR THE ASSESSMENT OF PROGRAM
IMPACT UPON EPSCOR STATES, INSTITUTIONS, AND RESEARCHERS. AFFECTED
INDIVIDUALS ARE RECIPIENTS OF EPSCOR GRANTS
On behalf of this Federal agency, I certify that
