Terms of Clearance: Approved as amended by ED's memoranda to OMB of 9/23/92 and 9/29/92. shall not add students selected off the waiting list to students who were originally selected for Upward Bound in developing estimates of program impact. The marginal gain in precision that would result from a larger treatment group may be biased, by differential outcomes due t different amounts of time spent in the program. ED may develop a subsample of students who enter Upward Bound after the baseline year, such a subsample contains sufficient numbers of students and is nationally representative, to draw analytical comparisons based on tim spent in the program, but may not analyze these two distinct groups as one. In addition, ED has agreed to: -- Consult OMB prior to any further case studies of a group of Upward Bound projects; -- Make clear, in all reports that result from this analysis, the two- tiered nature of the baseline group of Upward Bound students: the gro that enters during the 1992-93 academic year will be analyzed separately from the group that enters in the fall of 1993. -- ED shall reweight estimates to ensure national representation at th student level, if stratification by project does not result in student representativeness.

Abstract: THE EVALUATION OF UPWARD BOUND WILL INCLUDE A SELF-ADMINISTERED SURVEY OF HIGH SCHOOL STUDENTS. THE DATA COLLECTED FOR THE NATIONAL EVALUATI OF UPWARD BOUND HAVE SEVERAL POTENTIAL APPLICATIONS. NOT ONLY WILL TH BE USED TO INFORM CONGRESS ABOUT THE SERVICES PROVIDED TO MEMBERS OF UPWARD BOUND AND THE EFFECTIVENESS OF THE PROGRAM, BUT THEY WILL ALSO PROVIDE VALUABLE INFORMATION ON THE STRATEGIES THAT ARE PARTICULARLY
