Terms of Clearance: Approved as amended by ED's 3/16/93 memorandum to OMB, which indicates changes made during the 3/15/93 meeting between ED and OMB. Approval this package, and of the Target School/Grantee surveys approved under 1875-0089, is conditional on the receipt of revised instruments that incorporate these changes. ED has agreed that information collected during the case studies will not be used to draw general conclusions about Upward Bound, but rather to illustrate findings of the generalizable studies and develop hypotheses for future studies, since the case study sites do not constuitute a sample with a reasonable degree of precision. -- In addition, the current conditions of clearance for the longitudin studies, also cleared under 1875-0081, continue to apply. These regar not adding students selected for services from the waiting list to students originally selected in determining propgram impact from the baseline year (subsamples may be drawn from future years); a distincti in all published reports between the students entering Upward Bound during 1992-93 and fall 1993; and reweighting estimates to ensure national representativeness at the student level, if needed.
