Terms of Clearance: Pursuant to the Paperwork Reduction Act (PRA) and OMB regulations, this collection of information is approved through February of 1996. The supporting statement for this Information Collection Request (ICR) indicates that there may be some bias in emissions factors resulting from differences in sampling methodologies. EPA's conclusions regardi the direction of these biases seem counter intuitive. Prior to submission of this collection for review under the PRA, EPA should conduct additional research to measure and correct any biases arising from selection artifacts. In addition, EPA should examine the magnitude of the effect these potential biases may have on EPA modelin results. The results of this research and any corrective action taken or proposed should be described fully in the next request for approval of this collection.
