OCEANGOING SHIPS 40 FEET IN LENG OR MORE ENGAGED IN COMMERCE OR WITH GALLEYS AND BERTHS MUST HAVE WRITTEN MANAGEMENT PLANS FOR THE HANDLING AND DISPOSAL OF SHIP GENERATED GARBAGE.
