Approved as amended by DOL's memoranda to OMB of3/17/93, 4/22/93, 4/27/93, and 5/18/93. DOL's study will assess the process and outcome of employer efforts to take steps to hire American nurses, consistent with the purposes of the INRA, in light of recent economic conditions and the demographics of the population of potential nurses. In addition, DOL has agreed to the following conditions: -- Labor market data collected through this survey shall be validated by appropriate national and regional extant information sources, including the 1992 HHS national survey of nurses. -- Selection of facilities to participate in the study shall be based objective criteria, with a goal to maximize variation among the criter within the study's funding levels. -- Selection of nurses in sites shall reflect a cross section of unit, shift, and tenure, with nurses randomly drawn within these categories the maximum extent feasible. -- Discrepencies in data sources between the various components of thi study shall be explored through appropriate mechanisms, including samp reinterviews of nurses. -- These interviews represent only one component of the INRA research program that will produce the mandated report to Congress. Reliance o a single source for drawing conclusions about the program shall be minimized, and noted explicitly in the report where necessary.

AFFECTED ARE SELECTED HOSPITALS AND EDUCATIONAL INSTITUTIONS IN FIVE LABOR MARKETS, WITH INDIVIDUAL RESPONDENTS INCLUDING ADMINISTRATORS, HUMAN RESOURCE PERSONNEL, MEDICAL STAFF, UNION REPRESENTATIVES, AND REGISTERED NURSES.
