amended by ED's 8/10/93 memorandum to OMB. OMB continues the
pending conditions of clearance regarding the consultative survey,
which ED indicates will be implemented in Fall 1993. This survey
shal include both NSF and NEH, and shall address concerns raised by
Congres regarding the need to improve the use of the consultative
process, particularly with respect to projected needs for faculty
and scientist ED shall include sufficient representation of groups
to ensure a diversity of views; the previous survey included only
two non-Federal respondents. ED shall also develop a weighting
system that considers all respondents equally; the previous survey
gave greater weight to organizations that checked more areas of
national need.
