Abstract: OFFSHORE LIGHTERING INVOLVES THE TRANSFER OF LARGE VOLUMES OF BULK LIQUIDS BETWEEN VESSELS, CREATING THE HIGH POTENTIAL FOR A MAJOR SPILL. THIS COLLECTION OF INFORMATION ALLOWS THE COAST GUARD TO PROVID TIMELY RESPONSE IN AN EMERGENCY, MINIMIZE THE ENVIRONMENTAL DAMAGE FROM AN OIL OR HAZARDOUS MATERIALS SPILL, AND CONTROL THE LOCATION AND PROCEDURES FOR LIGHTERING ACTIVITIES.
