Abstract: THE COMMERCE DEPARTMENT IS REQUIRED BY THE COMPETITION IN CONTRACTING ACT TO SEEK MAXIMUM COMPETITION WHEN ISSUING CONTRACTS FOR SUPPLIES AN SERVICES.
