Terms of Clearance: Approved as amended by ED's 11/30/93 memorandum to OMB. As ED has agreed, approval is conditional on ED adding instructions for the application narrative for new applicants, modeled after similar instructions in other TRIO program application packages. This narrati will provide applicants the opportunity to demonstrate merit based on the selection criteria used to evaluate applications, and will ensure that these criteria continue to have practical utility for the agency. The narrative instructions will be reviewed as an addendum to this clearance prior to the next competition for new grants in this program
