THE INFORMATION TO BE COLLECTED UNDER THIS REGULATION IS NECESSARY TO TO ALLOW SULFUR DIOXIDE SOURCES NOT OTHERWISE AFFECTED BY TITLE IV TO ELECT TO PARTICIPATE IN THE ACID RAIN PROGRAM AS PROVIDED BY SECTION 4 OF THE CAAA. POTENTIAL PARTICIPANTS INCLUDE SMALL UTILITY UNITS AND INDUSTRIAL BOILERS.
