OIL SPILLS FROM VESSELS CAN HAVE
SERIOUS IMPACTS ON ALL ASPECTS OF THE MARINE ENVIRONMENT. QUICK,
EFFECTIVE, WELL COORDINATED RESPONSE PLANS WILL MINIMIZE THE
POTENTIAL EFFECTS OF MASSIVE SPILLS ON THE NAVIGABLE WATERS OF THE
UNITED STATES.
