Abstract: THE UNCONTROLLED PCB'S RULE AMENDED THE PCB CLOSED AND CONTROLLED WAST MANUFACTURING PROCESS RULE BY EXCLUDING ADDITIONAL MANUFACTURING PROCESSES FROM THE STATUTORY BAN UNDER 15 U.S.C. 2605(E). RECORDS OF THE BASIS FOR DETERMINING THAT PROCESSES ARE ELIGIBLE FOR EXCLUSION AR NECESSARY TO THE AGENCY'S VALIDATION THAT THESE EXCLUDED MANUFACTURERS WILL NOT PRESENT UNREASONABLE RISK TO HUMAN HEALTH OR THE ENVIRONMENT.
