The Uncontrolled PCB Rule amended the PCB Closed and Controlled Waste Manufacturing Process Rule by excluding additional manufacturing process from the statutory ban under 15 U.S.C. 2605(d). Records concerning the basis for determining that processes are eligible for exclusion are necessary to the Agency's validation that these excluded manufacturers will not present unreasonable risk to human health or the environment.
