LOW STRESS HAZARDOUS LIQUID PIPELINES CURRENTLY ARE EXCEPTED FROM REGULATION UNDER 49 CFR PART 195. RECENT ACCIDENTS ON SUCH PIPELINES HAVE CAUSED SERIOUS ENVIRONMENTAL DAMAGE. IT IS PROPOSED TO REGULATE CERTAIN LOW STRESS PIPELINES TO REDUCE THE RISK TO PUBLIC SAFETY AND THE ENVIRONMENT.
