Abstract: THE STATE PLAN PREPRINT AND AMENDMENTS SERVE AS A CONTRACT WITH OCSE I OUTLINING THE ACTIVITIES THE STATES WILL PERFORM AS REQUIRED BY LAW IN ORDER FOR STATES TO RECEIVE FEDERAL FUNDS TO MEET THE COSTS OF THESE ACTIVITIES.
