THE CLEAN AIR ACT AMENDMENTS OF 1990
REQUIRE EPA TO ADOPT REGULATIONS REQUIRING MOTOR VEHICLE
MANUFACTURERS TO INSTALL ON-BOARD DIAGNOSTIC SYSTEMS TO MONITOR
EMISSION CONTROLS. EPA MUST CERTIFY THESE VEHICLES AND NEEDS THIS
INFORMATION TO ENSURE COMPLIANCE WITH APPLICABLE
REGULATIONS.
