THIS STUDY, WHICH BEGAN IN 1991, IS REQUIRED BY LAW TO CONTINUE DATA COLLECTION AND PROVIDE A FINAL REPORT TO CONGRESS NO LATER THAN JANUARY 1997. ALTOGETHER, WE HAVE DATA COLLECTED FROM THREE POINTS IN TIME -- 1991 THROUGH 1993. THIS STUDY HAS BEEN USED TO PRODUCE THE CONGRESSIONALLY MANDATED INTERIM REPORT, PROVIDE INFORMATION FOR THE NATIONAL ASSESSMENT OF CHAPTER 1, AND DATA FOR A GAO REPORT ON STUDENT
