Abstract: THIS STUDY, WHICH BEGAN IN 1991, IS REQUIRED BY LAW TO CONTINUE DATA COLLECTION AND PROVIDE A FINAL REPORT TO CONGRESS NO LATER THAN JANUARY 1997. ALTOGETHER, WE HAVE DATA COLLECTED FROM THREE POINTS IN TIME -- 1991 THROUGH 1993.
