ON 11/05/90 CONGRESS ENACTED THE AIRPORT NOISE AND CAPACITY ACT OF 199 WHICH MANDATED THE ESTABLISHMENT OF A NATIONAL AVIATION NOISE POLICY BY 07/01/91. THIS RULE IMPLEMENTS SECTION 9308 AND 9309 OF THE ACT BY ESTABLISHING A SCHEDULE OF REDUCTIONS OF AFFECTED STAGE 2 AIRPLANES AND PROHIBITING THEIR USE IN THE CONTIGUOUS U.S. AFTER 12/31/99. THIS RULE ALSO WOULD PRECLUDE THE OPERATION OF AIRPLANES IN THE CONTIGUOUS
