On 11/5/90, Congress enacted the Airport Noise and Capacity Act of 1990. This rule implements sections 9308 and 9309 of the Act by establishing a schedule of reductions of affected Stage 2 airplanes and prohibiting their use in the contiguous U.S. after 12/31/99. The amendment to the Act required new collection for aircraft operators in Hawaii.
