Abstract: OWNERS OR OPERATORS OF PRIMARY ALUMINUM REDUCTION PLANTS ARE SUBJECT T THE INITIAL NOTIFICATIONS, PERFORMANCE TESTING, AND REPORTING REQUIRED OF ALL NSPS SOURCES. IN ADDITION, THEY SHALL MAINTAIN DAILY RECORDS O PRODUCTION OF ANODE AND ALUMINUM, RAW MATERIAL FEED RATES, AND POTLINE VOLTAGE. MONTHLY PERFORMANCE TESTING IS REQUIRED UNLESS THE FACILITY APPROVED FOR LESS FREQUENT TESTING. WHEN EMISSIONS ARE HIGH,
