Collection Request (ICR) is not approved. The requirement that
facilities certify that at least 50 percent of the capital cost of
the facility represents domestic production is not justified in the
supporting statement and appears to have no practical utility. The
Department of Energy should refer to OMB comment number 1910-0068
when the ICR for the final rule is submitted for review.

JUSTIFY PAYMENT OF A MONETARY INCENTIVE, (B) PROVIDE VERIFICATION
OF ENERGY OUTPUT, (C) PROVIDE VERIFICATION OF APPLICANT
ELIGIBILITY, AND (D) PERMIT ASSESSMENT OF PROGRAM RESULTS. THE
AFFECTED AUDIENCE IS APPROXIMATELY 100 PUBLICLY OWNED UTILITIES AND
NONPROFIT COOPERATIVES.
