This ICR for EPA
customer satisfaction surveys is approved, as modifie As specified
in the ICR, EPA shall provide OMB an annual report outlining the
use of this generic clearance including the number of surveys, the
burden imposed, and a brief discription of their purpose. For
surveys with statistical design or methodological issues, EPA shall
solicit advice and guidance from statistical experts within the
Agency to determine statistical validity. EPA shall submit surveys
and materials identified in the ICR (i.e. purpose, burden, number
of respondents, methodology, etc.) for expedited OMB review,
generally ten calendar days. OMB reserves the authority to
disapprove any individual survey that does not meet the conditions
outlined in the ICR including following OMB's Resource Manual for
Customer Surveys, an the principles of the Paperwork Reduction Act
and Executive Order No. 12862. This generic clearance does not
extend to "fact-finding" for the purpose of regulatory development
or enforcement. OMB is relying in large part on EPA's internal
review and quality control to develop useful customer information.
EPA should focus more its resources on the more complicated
instruments, such as, mail and phone surveys. EPA has done a
thorough job in developing this ICR and OMB looks forward to making
the process work to develop better custome information.

IN ACCORDANCE WITH E.O. 12862, THE EPA
IS SEEKING CLEARANCE FOR SURVEY RELATED TO THE EVALUATION OF
CUSTOMER SATISFACTION. CUSTOMERS ARE DEFINED AS ANY PUBLIC
RECIPIENT OF AN AGENCY SERVICE. EPA WILL CONDUC "QUANTITATIVE" AND
"QUALITATIVE" EVALUATIONS AS A MEANS OF ESTABLISHIN A BASELINE OF
CUSTOMER SATISFACTION FOR AGENCY SERVICES AND USE THIS INFORMATION
TO IMPROVE AGENCY SERVICES.
