This collection
is approved on the following conditions: FCS agrees to (1) ask
information of the State only if that informa- tion is not already
known by the agency (e.g. if FCS already knows whether the State
has specific criminal statutes covering food stamp related crimes,
it will provide the interviewer and the state the information in
advance and only request confirmation by the State for that
particular question); (2) collapse questions #5 and #6 into one
question to focus on what agreements exist and the reasons for
signing; (3) reword question #13 to focus on "level of success"
rather than "level of cooperation"; (4) delete questions #30-42
which are particularly burdensome since the data is not currently
kept by the states and may not be readily available to the
respondent; (5) delete question #49 since respondents are not
likely to know the answer to the question and it forces them to
make causal inferences in areas where the relationship between the
SLEB agreement and the level of anti-fraud activity is not known;
and (6) delete question #55(a) as this question is too subjective
and is not likely to yield useful information to the
Department.

The goals of this study of the State
Law Enforcement Bureau (SLEB) agreements are to describe the levels
of investigative activity into food stamp trafficking generated by
the agreements and to assess possible reasons for variations in
performance. USDA/FCS executed the SLEB agreements as a way for
states to use FCS-issued coupons in investigating violations of
laws governing the Food Stamp Program.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
