Abstract: THE AGREEMENT TO INITIATE A PRELIMINARY NON-BINDING UNDERSTANDING (PREPARED BY THE FOREST SERVICE) WHICH DOCUMENTS THE FOREST SERVICE'S AND PRIVATE PARTY(IES) INTENT TO PURSUE A LAND EXCHANGE. THE OPTIONAL EXCHANGE AGREEMENT IS A DOCUMENT PREPARED BY THE FOREST SERVICE WHICH IDENTIFIES THE TERMS AND CONDITIONS WHICH EACH PARTY AGREES TO PERFORM TO EXECUTE THE EXCHANGE. THE RESPONDENTS ARE ANY PERSONS WISHING TO DO AN EXCHANGE WITH THE FOREST SERVICE.
