This ICR
associated with the proposed Phase III Land Disposal Restrictions
is approved until November 1995, the expiration date of the
principal ICR for the Land Disposal Restriction Program. At that
time, EPA shall consolidate the requirements in this ICR with thos
in the principal LDR ICR. EPA shall submit an ICW at the time of
the final rule to add the 159,925 hours to this ICR if no material
or substantial changes are made to the information requirements.
Otherwise, a new ICR must be submitted for OMB review.

The Environmental Protection Agency is
addressing new information collection requirements for Land
Disposal Restrictions for decharacterized wastewaters, carbamate
and organobromine wastes, and spent potliners. These requirements
will affect a number of generators and treatment, storage and
disposal facilities (TSDF's) regulated under the Resource
Conservation and Recovery Act (RCRA) of 1976, as amended by the
Hazardous and Solid Waste Amendments (HSWA) of 1984.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
