Abstract: THE NATIONAL PERFORMANCE REVIEW CALLS FOR THE U.S. OFFICE OF PERSONNEL MANAGEMENT (OPM) TO CHANGE ITS CULTURE BY INCREASING ITS CONSUMER ORIENTATION.
