collection request is only approved with one hour of burden. Prior
to resubmitting this ICR for additional burden hours, the Forest
Service must: 1) provide OMB with an interviewer script identifying
sponsorship of the survey; 2) provide OMB with a confidentiality
statement which cannot assure confidentiality unless the contract
with the Universities of Tennessee and Georgia specifically state
that government sponsors will not receive individual responses only
statisitical aggregates; 3) work on the questionnaire in order to
bring the response rate up to 80%.

The goals of the Southern Appalachian
Assessment are to facilitate interagency analysis and sharing of
information relative to the natural and human resources of the
Southern Appalachians. Without understanding public values,
planners may not obtain support for natural resources management.
The results from this survey will help provide a comprehensive,
interagency, ecological, social, and economic data base as a
foundation for natural resources management.
On behalf of this Federal agency, I certify that
