determine and certify the eligibility of U.S. and Canadian defense
contractors to obtain export-controlled data with military or space
application while preserving the requirements of the U.S. export
licenses where appropriate. Department of Defense Directive 5230.24
"Withholding of Unclassified Technical Data from Public Disclosure"
requires submission of DD Form 2345 "Militarily Critical Technical
Data Agreement" for approval. This form provides evidence to the
U.S. and Canadian Defense agencies that the contractor has in fact
been certified to receive such....
