This technical release alerts the
public to amendments to Title I of ERISA which, among other things,
require that advance notification be provided to the Secretaries of
Labor and the Treasury, as well as other persons, of an intended
transfer of excess pension assets from a defined benefit plan to a
retiree health benefit account, described in section 401(h) of the
Internal Revenue Code, which is part of such a plan.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
