This ICR for
based LDR requirements is approved as modified on 9/29/95. EPA
should be commended for updating its burden estimate to reflect the
larger universe of generators. As part of the renewal process, EPA
shall seek public comment on its latest burden and cost estimates
including methodologies and assumptions. In particular, EPA shall
evaluate the burden associated with waste analysis and determine if
there are approaches that would impose lower burdens.

This Information Collection Request is
a comprehensive presenta- tion of the information collection
requirements of Part 268. It supersedes the previous Land Disposal
Restrictions ICR, #1442.02, which was developed in 1991. Because
the previous ICR addressed LDR rulemakings up until the 1990 Third
final rule, EPA has up- dated this ICR to include three ICRs and
one ICW developed for LDR rulemakings after 1990. These
requirements affect a number of generators and treatment, stroage
and disposal facilities (TSDF's) regulated under the Resource
Conservation & Recovery Act (RCRA) of 1976, as amended by the
Hazardous & Solid Waste Amend.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control
number;
If you are unable to certify compliance with any of
these provisions, identify the item by leaving the box unchecked
and explain the reason in the Supporting Statement.
