Abstract: The Ports and Waterways Safety Act authorizes the Coast Guard to require prearrival messages from any vessel entering a port or place in the U.S. This information is required to control vessel traffic, develop contingency plans, and enforce regulations. Vessel owners and operators may apply for a waiver to these regulations.
