Terms of Clearance: This reinstatement is approved. In the opinion of the reviewer, the need for this second iteration resulted to some extent from inadequate testing of the original survey conducted before passage of the PRA of 1995. For the future, the Census Bureau should note its responsibility for testing under subsection 3506(c)(1)(A)(v) of the new law.
