This submission
included two separate instruments: the National Employer Survey and
the National Employee Survey. Approval to conduct the National
Employer Survey is granted. For the National Employee Survey,
approval is only granted to conduct a pilot study. The purpose of
the pilot study is to investigate methods to sample employees and
to test the questionnaire. Thirty (30) days prior to fielding the
pilot study, Census Bureau must submit to OMB a copy of the final
instrument and cover lette r and a description of the methods that
will be used to sample employees.

The NES 2000 survey will investigate
workplace practices and policies to identify what works best in
establishing and maintaining an effective and efficient workforce.
The survey will collect information from both employers and
employees and the results will be used to evaluate the impact of
various training programs and policies on certain aspects of the
perfor- mances of participating firms. The survey information will
help the sponsors, (NCPI, OERI and the U.S. Department of
Education) and other concerned organizations to determine how our
Nation's firms and schools can better cooperate to improve the
