Terms of Clearance: This ICR is approved for three years under the condition that EPA submit to OMB for review and approval the draft guidance that will describe respondents' obligations in preparing their 305(b) reports prior to the release of that guidance to the respondents. OMB's review of this guidance is expected to be prompt (less than 15 calendar days). OMB retains the prerogative to require modification to the guidance based on the general requirements of 5 CFR 1320.4.

Abstract: Respondents submit biennial reports to EPA describing their water quality and indentifying water quality-limited waters needing Total Maximum Daily Loads. These reports provide the principal information source for assessing national attainment of the Clean Water Act goals required in EPA's biennial report to Congress. Respondents are the 50 States, the District of Columbia, 5 Territories, and 3 River Basin Commissions.
