Terms of Clearance: OMB approves the concept of this package. OMB is concerned about the statistical validity of the proposed collection and instructs NIH to make material changes to the package as described below: (1) add another comparison group or modify the selection process of the proposed one to be a representative sample of the U.S. population to allow for the extrapolation of the findings to the national level; (2) adequately blind the study to ensure that participants are unbiased due to their random placement in the experimental groups or in the comparison group(s); (3) determine an alternative incentive to the proposed $100 compensation package to encourage participation in the comparison group(s) at level roughly equivalent to the experimental groups; (4) consult with NCHS and make any necessary changes. Prior to initiating the proposed study, NIH will submit the revised package, including a summary of NCHS's findings, to OMB for review as an addendum to this clearance package.

Abstract: This study will assess cost/effects of providing dental sealants to children 6 to 12 to determine advantages and contra-indications. Data will be collected from insurance claims, parents by telephone/questionnaire, children by oral exam/questionnaire. Findings will interest public health agencies, health professional schools, dental research organizations, health care professions, and others interested in oral diseases/prevention.
