This collection
begins the implementation of the Cable TV provisions of the
Telecommunications Act of 1996. To facilitate the implementation
process, this emergency clearance covers rule changes contained in
a final rule and proposed rules in the NPRM. The FCC is allowed to
make changes to collections covered in 3060-0549, 0652, 0551, 0552
and to implement the new reporting requirements contained in
Sections 76.1401, 76.1403, and 76.1404 under this OMB control
number. The FCC will then revise the existing collections listed
above when the final rules are issued or as part of seeking normal
approval of this collection.

The Commission has released an Order
and Notice of Proposed Rulemaking on Cable Reform to implement the
provisions of the Telecommunications Act of 1996. Among other
things, this item establishes new rules governing the filing of
rate complaints, exempts certain smaller cable systems from rate
regulation, narrows the scope of notification requirements for
cable operators when increasing rates, and expands the scope of the
Commission's program access provisions to include common carriers
that provide video programming.
