Approved as amended by ED's memoranda to OMB of 7/22/96, 8/5/96, and 8/16/96. In addition, ED has agreed to meet the following conditions: 1. Approval at this time is for the paper-based 1997-98 FAFSA, so that ED may meet its production schedules. ED will provide a copy of the draft form, incorporating the changes agreed to on 8/16, as soon as possible. 2. Final approval of electronic versions of the FAFSA will proceed as those versions are developed. This includes a revised FAFSA Express to be released in December 1996 along with an aggressive marketing and dissemination campaign; a web-based FAFSA to be released in June 1997 with at least the same signature options as FAFSA Express; an automated renewal application that will allow for electronic signature alternatives such as PIN numbers to replace the written signatures, to be released in October 1997 (OMB strongly recommends this activity as one that will reduce burden and cost for applicants, schools, and the government through a mechanism that is sufficiently secure and consistent with appropriate standards); and a fully electronic signature alternative pilot project for first-time applicants as a goal for the 1998-99 FAFSA. ED will provide OMB with review opportunties for these various activities during development, consistent with ED's schedule for release. 3. ED will include assessment of developing a Q&A format for the electronic FAFSA as part of its forms redesign project. 4. ED will investigate the options of downloading the paper FAFSA through such means as a PDF file as soon as possible, in consultation with OMB and IRS. 5. ED will explore the use of the FAFSA as a Stafford Loan application for 1998-99 and consistent with reauthorization proposals.
