When EPA resubmits this ICR for revision, it shall address a number of issues, specifically: -Changes made to the Biennial Report in response to the findings of EPA's "W.I.N." assessment of the information needs of RCRA programs. -Steps EPA has taken to reduce burden through harmonizing the waste identification codes used in this Biennial Report and other RCRA ICRs such as RCRA permits. -Steps EPA has taken to reduce burden in facility identification reporting required in the Biennial Report, in concert with EPA's efforts to streamline facility identification overall (see "Key Facility Identifier Initiative", OPPTS).

The 1997 Hazardous Waste Report (Biennial Report) is a compilation of information that is required to be submitted to EPA under sections 3002 and 3004 of RCRA every 2 years by generators and managers of hazardous waste. EPA uses the information to define the population of the regulated community and to expand its data base of information for rulemaking and compliance with statutory requirements.
