Regulations implement sections 2 and
3, Public Law 89-777 (46 U.S.C. sections 817(d) an (e)), which
require persons who arrange, offer, advertise, or provide passage
on a vessel with 50 or more passenger berths embarking from U.S.
ports to evidence with the Commission financial responsibility to
indemnify passengers for nonperformance and on voyages to or from
U.S. ports to meet any liability for death or injury to passengers
and other persons.
