The Federal Agriculture Improvement
and Reform Act of 1996 suspended the Emergency Livestock Feed
Assistance Program for crop years 1996 through 2002; the Conference
Report provided for an orderly termination of the program that
afforded States and counties that implemented the programs before
the enactment of the 1996 Act an opportunity to continue accepting
applications for 30 days. DRAP was announced by President Clinton
on July 1st and will be published on approximately July
15th.
