CDC violated the
requirements of the Paperwork Reduction Act since the last OMB
approval when the agency permitted four of the 12 health agencies
to pay respondents for their participation in the project, and when
the agency made several revisions to the questionnaire. CDC will
ensure that all collections subject to the PRA receive proper
public comment and subsequent OMB review. OMB approves this package
contingent upon CDC adhering to the requirements of the PRA, as
well as following through with the changes identified in the
correspondences of September 10, 12, 16, and 19, 1996. In addition,
OMB asserts the pending conditions of clearance regarding the
reporting of this information.

This is a request to extend the
collection of additional detailed information on persons with
HIV/AIDS to improve our understanding of (1) socioeconomic
characteristics of persons with HIV/AIDS, (2) risk behaviors that
may result in further transmission, (3) health care use by persons
with HIV/AIDS, (4) information on the reproductive histories of
women with HIV/AIDS, and (5) possible disabilities.
