This collection is approved as amended by ACF's revisions of 10/1/96 and 10/3/96 and on the following conditions, as agreed to with ACF: (1) ACF agrees to lower the respondent payment for the Child Assessment and Parent Interview to $15 along with an in-kind payment for the child. The $15 is solely intended to provide reimbursement for expenses that may be incurred such as child care or transportation costs. ACF agrees that, in any future documentation of this study, it will make clear that the incentive payment was based on reimbursement for costs. In addition, as stated in the 10/3/96 memo, ACF agrees to lower the respondent payment for the Parent Services Follow-Up Interview to $10. (2) ACF agrees that because the study is based on a non-representative sample of Early Head Start Programs, it can not generalize the results to the entire population of Early Head Start Centers. (3) ACF will revise all race/ethnicity questions throughout all of the instruments to conform with the specifications of OMB Directive 15, as detailed in ACF's memo of 10/1/96. (4) ACF agrees to drop question F2 on page E-36 regarding the Family Day Care Provider's age. (5) Regarding question F1 on page E-36, ACF agrees to report back to OMB any findings that associate marital status of the Family Day Care Provider with the quality of care provided. This report shall be submitted once ACF has had sufficient time to analyze the data. (6) ACF agrees to send a copy of the revised pages to OMB as soon as it is completed but before any of the instruments are sent to the field. In addition, given that the study will be able to detect effect sizes from 15 to 17 percent of the standard deviation, the precision levels are sufficient to detect small impacts.

The evaluation will estimate outcomes in the Early Head Start program in the areas of child development, family development, staff development, and community development. The evaluation will include approximately 3,400 low-income families in 17 diverse communities.
