This ICR
previously received a temporary 5-month extension to allow the
agency time to conduct an updated assessment of the size of the
requlated industry. This was done but the new data was initially
not properly incorperated into the burden estimates in the
resubmitted ICR. Corrected burden estimates were finally received
Jan 7, 1997. Although it took some time, the agency ultimately did
a good job of providing up-to-date estimates of industry size and
regulatory burden.

Owners/operators of natural gas
processing plants must notify EPA of construction, modification,
startups, shutdowns, malfunctions, dates, and for compliance with
the SO2 standard, results to initial performance tests.
Owner/operators of onshore natural gas processing plants that are
potential VOC emitters records must be kept of leaks from pressure
relief devices, the date of leak detection, repair method used, and
other pertinent details. For potential SO2 emitters, records must
be kept of excess SO2 emissions. The information is necessary to
ensure that these standards are being met. Reports are
semiannual.
