Pole attachment provisions are mandated by Congress pursuant to Section 224 of the Communications Act of 1934. The provisions in Section 224 were initially applicable to cable television system operators. Section 703 of the Telecommunciations Act of 1996 amended Section 224 and expanded the scope of the pole attachment provisions to include telecommuncations carriers as well as cable television system operators.
