This information collection is approved through 9/97 under the following conditions: Upon submission: 1) As part of the overall redesign of the Vocational Rehabilita- tion Program to shift to a more outcome-based focus, ED shall modify the the RSA-911 to ensure that it is informed by, in support of, and consistent with the VR State Plan and the performance standards. These changes may be made administra- tively, and do not require legislation. 2) The redesign of the RSA 911 shall also reflect the findings, and be informed by ED's Title I Longitudinal Study. 3) ED shall review and analyze the data currently collected in the RSA 911 to identify opportunities to eliminate unnecessary or process-based items; and/or add data elements that ED deems necessary to judge outcomes. 4) ED shall address and incorporate where appropriate, the Section 140 Report recommendations. 5) ED shall also report on the status of the VR Management Information System. Recognizing that ED is collecting individual case level data from the States, it is essential that ED have the ability to process and analyze that data. 6) ED shall meet with OMB at least two months before ED plans to submit the revised RSA 9-11 to discuss the above-named changes. 7)Finally, OMB notes that ED allowed this information collection approval to lapse for over one year in violation of the Paperwork Reduction Act. ED will ensure that all future submissions are made in a timely manner in compliance with the Law.
