Abstract: HPMS monitors the effectiveness of Federal-aid programs; assesses the condition, performance, and use of the Nation's streets and highways; provides travel estimates for air quality assessments; provides data for the apportionment of Federal-aid funds; and assesses the National Highway System. HPMS also serves policy decisionmakers and provides evaluations of alternative investment strategies, estimates of investment needs, and general statistical data.
