Highway Performance Monitoring System (HPMS)

The Highway Performance Monitoring System (HPMS) Field Manual support the HPMS program by outlining and consolidating the data collection and reporting requirements for State Departments of Transportation (including the District of Columbian and Commonwealth of Puerto Rico). States are required to submit HPMS data annually using a web-based portal. The HPMS data includes information on the scope, condition, performance, usage, and operating characteristics of the nation’s publicly traveled roadways. The data is essential to the Federal Highway Administration and Congress in evaluating the effectiveness of the Federal-aid highway program and developing forecasts for investment needs; HPMS data is a key input into the development of the Condition and Performance Report to Congress. HPMS is also a key source of data used for the apportionment formulas of Federal-Aid Highway Funds. Furthermore, the HPMS program is the mechanism by which Transportation Performance Measures information is transmitted from the States to the Federal Highway Administration. The HPMS program is periodically reassessed to ensure that it’s collecting the most vital data and to reduce, where possible, the collection burden on the States. This most recent revision of the Field Manual captures the changes made to the overall HPMS program with the most recent reassessment.
