This request is related to the passage
of Public Law 104-208, which permits States to submit statutory
waiver proposals to the Department of Labor in order to overcome
barriers to implementing reforms to their workforce development
system. Governors may request statutory waivers from the Secretary
of Labor and may request statutory or regulatory waivers under the
Job Training Partnership Act (titles I-III) and the Wagner-Peyser
Act (section 8-10) after receipt of guidance by submitting the
requests to the regional offices.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
